Working on DRM regulations

it looks as if the WIPO treaties (WCT and WPPT) and the DMCA and the Internet Directive were all drafted without a clear plan about DRMs and TPMs. Maybe they thought, let's put them all in the treaty, the copyright owners (hum, publishers and producers) will like them and then... we'll see. You can find little safety valve in some countries like the US with the DMCA rulemaking. Every 3 years. We're up to 4 "classes of work" that you can hack safely. Next rulemaking is 2006. Comments are due Dec 5. I cannot wait. Maybe libraries will get something? Like the right to circumvent to archive? Who knows?
The "hanging" big issue is what is the role of government in regulating DRMS? It's supposed to enforced the TPMs but does it really set the standards?
